00 vs Bread Flour vs All-Purpose: Which Flour for Which Pizza

Every flour-aisle argument comes down to a question nobody asks out loud. It is not "is 00 better than bread flour". It is "how hot does your oven actually get, and how long is this dough going to sit before it bakes". Answer those two and the flour picks itself — and the bag you bring home stops being a matter of taste.

Protein is strength, W is stamina

Protein percentage is the number every mill prints. It tells you how much glutenin and gliadin the flour brings to the mix — the two proteins that, once hydrated and worked, link up into the gluten network that traps gas and carries a stretched disc without tearing. More protein generally means a stronger, chewier dough that holds its shape.

Where flours land:

  • Italian 00 pizza flours: 12.5–13.5%
  • North American bread flours: 12.3–12.7%
  • Supermarket all-purpose: 10–11.7%

That single number is a weak predictor on its own, because protein quality varies as much as quantity. Two flours both labelled 12.5% can behave nothing alike — one extensible and easy to open, one springy and determined to shrink back the moment you let go.

Which is why Italian mills publish a second number: W. It comes from a Chopin alveograph, a machine that inflates a disc of dough into a bubble until it bursts and records the work that took. W is the area under that curve — how much punishment the gluten absorbs before it gives up. If protein is strength, W is stamina, and stamina is what a long ferment actually consumes.

The useful translation is a clock:

  • W250–280 — 8–24 hours. Caputo's red-bag Pizzeria lives here.
  • W300–320 — 24–72 hours. Caputo's blue-bag Chef's, and roughly where a 12.7% enzyme-active US bread flour behaves.
  • W320–340 and up — 48–96 hours, and hydration in the high seventies. Nuvola Super and the Manitoba-type flours.
  • W150–220 — same day. Most supermarket all-purpose.

Ask a flour for more hours than its W supports and the dough does not get more flavourful — it gets cut. Flour carries its own proteolytic enzymes, and fermentation acidity wakes them up; they spend the whole ferment snipping long gluten chains into short ones. Past a point that is pure loss, and the ball spreads into a puddle that will not hold a round. Match the W to the hours and that never happens.

US mills mostly do not publish a W. That is not evasion — the alveograph is a European instrument, and American mills specify on protein and falling number instead. Where a mill does not publish one, we record it as unknown rather than inventing a plausible-looking number; an enzyme-active 12.7% bread flour can be planned like a W300 flour without anyone pretending the figure was measured.

The Italian grades: 00, 0, 1, 2 — grind, not strength

This is the most expensive misunderstanding in home pizza. "00" is not a quality grade, not a protein grade, and not a pizza grade. It is a milling grade. Italian law classifies soft-wheat flour by how much of the wheat kernel survives sifting, measured as ash content — burn a sample, weigh the mineral residue, and almost all of it came from bran.

  • 00 — up to 0.55% ash. The whitest; bran and germ sifted out almost entirely.
  • 0 — up to 0.65%. A little more of the kernel left in.
  • 1 — up to 0.80%. Noticeably more bran; nuttier, and thirstier at the mixer.
  • 2 — up to 0.95%. Behaves close to wholemeal.
  • Integrale — 1.3–1.7%. Wholemeal.

Less bran means less ash, a lower number, and a finer, whiter, softer-feeling flour. That fineness is a side effect of the sifting, not the definition — and nothing in that list says a word about strength.

The proof is on the shelf. Caputo Pizzeria and Caputo Chef's are both 00 and sit roughly 40 W apart. Nuvola Super is a type 0 and is stronger than either of them. Meanwhile a US bag marked "00 pizza flour" can be milled from soft wheat at 11.0% protein and fold at 24 hours. The grade tells you how the flour will feel between your fingers. It tells you nothing about what it will survive.

Read a bag in this order: protein first, then W or the mill's stated ferment window, then the grade. The grade is the last thing that matters, not the first.

Match the flour to the style

Style sets hydration and chew, and those two set the flour.

Neapolitan — 58–65% hydration at home, soft and extensible, a thin centre with a puffed rim. A 00 at W260–320 is the whole tradition: Pizzeria if you are baking within a day, Chef's if you are fermenting 24–72 hours. Set the ratios with the Neapolitan calculator and put it into a classic margherita.

New York — 60–65% hydration with oil and a little sugar, and a chew that has to carry a fold. This is enzyme-active (malted) bread-flour territory at around 12.7% protein: it browns at domestic temperatures and holds a slice out straight. A New York cheese slice off the New York calculator is the reference point.

Detroit and pan — around 70% hydration for Detroit and nearer 60% for a pressed pan dough, both baked in oil in a tin rather than on stone, with a crumb tall enough to survive cheese pressed to the edge. Roman al taglio and canotto — 75–85% hydration and a ferment measured in days. This needs W320 and up, and it is the one place where a stronger flour is not optional; a W270 dough at 78% is soup.

Sourdough anything — a mature levain is more acidic than a yeasted dough, and acidity is what makes the proteases work faster. Step up one W band from what you would use with commercial yeast. The sourdough calculator and a sourdough margherita are the gentle way in.

Match the flour to the oven

Here is the part most flour guides skip, and it matters more than everything above put together.

Italian 00 pizza flour is formulated for a bake of 60–90 seconds at 430–480 °C (800–900 °F). At that heat the dough surface dries and browns almost instantly, and the flour needs no help. It is also, as a rule, unmalted — Italian mills do not add the amylase that North American mills routinely do, whether as malted barley flour or as an isolated enzyme.

Now put that same flour in a domestic oven. Home ovens cap out at 250–290 °C (480–555 °F), and the bake stretches to 6–9 minutes. Browning is a temperature threshold, not a time threshold: the surface has to climb well past 150 °C (300 °F) for the Maillard reaction to run, and there is far less free sugar there to run it with. The result is the classic pale, floppy base and a rim with no leopard spots — not a bad flour, a mismatched one.

Three levers make 00 work at home, and you want at least two of them:

  1. Conduct more heat into the base. Carbon steel conducts at roughly 45 W/m·K against cordierite's 2.5 — about 18 times faster — so a baking steel at 250 °C drives far more energy into the dough in the first seconds than a stone at the same reading. Preheat it 45–60 minutes after the oven reaches temperature.
  2. Finish under the grill. The last 60–90 seconds with the top element on pushes the rim past the point the melted cheese would otherwise have told you to stop at.
  3. Ferment long and cold. Over 48–72 hours, enzymes liberate the sugars the surface needs, and the same dough browns visibly better. That requires a flour with the stamina to get there — W300 and up, which means Chef's rather than Pizzeria. Our cold fermentation guide has the schedule.

If you are not doing any of those, stop fighting it and use an enzyme-active bread flour, or add 1–2% sugar on flour weight to a 00 dough baked below 290 °C (555 °F). Above about 300 °C (570 °F) that same sugar scorches the base before the toppings are ready.

The shortlist, flour by flour

Neapolitan, under 24 hoursCaputo Pizzeria is the classic hot-oven 00 at W260–280, the softest and silkiest of the group. Polselli Classica 00 does the same 8–24 hour job at a published W270, usually for less per kilo.

Neapolitan, cold-fermenting 24–72 hoursCaputo Chef's at W300–320 is the reference. Central Milling Organic 00 is the domestic alternative, and the one American bag here with a published alveograph number (W280–300) instead of protein alone.

Home oven, New York, Detroit and panKing Arthur Bread Flour: 12.7% protein, enzyme-active, browns at 250 °C where 00 will not, and sold in most supermarkets. Own one bag and a domestic oven, and this is it. For less money, Gold Medal Bread Flour does nearly the same job — a shade less extensible, a slightly tighter crumb, a difference your preheat matters more than.

Genuine US 00, same-day onlyKing Arthur 00 Pizza Flour is 11.0% protein with a proper 00 grind: tender same-day, no reserve for a long ferment. Bob's Red Mill 00 Pizza Flour breaks the "00 means soft" rule — 12–13% protein makes it the most capable 00 on a US shelf, and the hardest one to open.

Roman canotto and high hydrationNuvola Super, a type 0 at W320–340 built for 70–80% hydration. Buy it once you can already handle a 65% dough on a peel.

Common mistakes

  • Buying 00 for a 250 °C oven, then blaming the recipe. The flour is doing exactly what it was designed to do; the oven is the variable that changed.
  • Asking a red bag to do a blue bag's job. W260–280 is built for 8–24 hours. Three days in the fridge will not make it taste better; it will make it slack.
  • Treating "00" as a quality mark. It is an ash specification. Two 00 flours can be 60 W apart.
  • Chasing protein for Neapolitan. A 14% flour at 62% hydration fights you the whole way open and gives a tough, dense, bready rim instead of a pillowy one.
  • Ignoring malt and enzymes. Added amylase is the quiet reason two flours at the same protein brown so differently in a slow oven.
  • Keeping the yeast dose the same as the ferment gets longer. Roughly 0.3% instant yeast suits 24 hours; 72 hours wants 0.1–0.15%. Weigh it on a digital scale — a gram either way is the whole schedule.
  • Switching flour and everything else at once. Change one bag, keep the formula, and you will actually learn what the flour did.

Keep hydration near 60%, ferment 4–8 hours at room temperature or one night in the fridge, and bake it thinner than you would a bread-flour dough.
