Bread Flour vs 00 for Home Pizza: Which Should You Actually Use?

The most expensive mistake in home pizza is buying imported 00 flour for an oven that tops out at 250 °C. Nothing is wrong with the flour. It was designed for a different machine, and in yours it will do exactly what the specification promises: stay pale, stay soft, and disappoint you.
The short answer
For a domestic oven at 250–290 °C (480–555 °F), an enzyme-active bread flour is the right pick. King Arthur Bread Flour at 12.7% protein, or Gold Medal at around 12.3% for less money, will brown and crisp in the six to eight minutes a home oven needs, cost a fraction of an imported bag, and make honest New York, Detroit, pan and home-oven Neapolitan-adjacent pizza.
Above about 400 °C (750 °F), 00 wins. The fine grind and the softer, more extensible dough give the tender, leoparded rim the Neapolitan style is judged on — but only when there is enough heat to brown it in 60–90 seconds without help.
00 is not better flour. It is different flour, specified for a different oven. Match the bag to the temperature you actually bake at, not to the one on the packaging photograph.
What "00" actually means, and what it does not
00 is not a quality grade, not a protein grade, and not a pizza grade. It is an Italian classification of how much of the wheat kernel survived sifting, measured as ash content: burn a sample, weigh the mineral residue, and nearly all of it came from bran.
- 00 — up to 0.55% ash. The whitest and finest; bran and germ almost entirely sifted out.
- 0 — up to 0.65%. A little more of the kernel left in.
- 1 — up to 0.80%. Noticeably more bran, nuttier, and thirstier at the mixer.
- 2 — up to 0.95%. Close to wholemeal in behaviour.
Fineness is a side effect of that sifting, not the definition of it. And nothing in that list says a word about strength. The proof is on the shelf: Caputo Pizzeria and Caputo Chef's are both 00 and sit roughly 40 W apart, while Caputo's strongest pizza flour, Nuvola Super, is a type 0.
The variation inside the grade is wider than most people expect. King Arthur's '00' Pizza Flour is published at 11.0% protein; Bob's Red Mill '00' is published at 12–13%; Caputo Chef's is around 13%. Three bags, one grade, three genuinely different doughs. A generic 00 sold for pasta or pastry can be softer still, and it will make weak, sticky pizza dough.
Read a bag in this order: protein first, then W or the mill's stated ferment window, then the grade. The grade is the last thing that matters.
Protein, W, and the strength you can plan around
Two numbers do the real work.
Protein is how much glutenin and gliadin the flour brings. Roughly where things land:
- North American bread flour: 12.3–12.7% for the two national bags worth buying, and up to about 14% for some artisan and high-gluten flours.
- Italian and US 00 pizza flours: 11.0–13.5%.
- All-purpose: 10–11.7%.
- Pastry and cake flour: 8–10%. Not pizza flour.
W is stamina. Measured on a Chopin alveograph by inflating a disc of dough until it bursts, it records the work the gluten absorbs before it tears — which in a kitchen translates directly into hours of fermentation survived. W260–280 covers 8–24 hours; W300–320 covers 24–72; W320 and above covers 48 hours or more at high hydration.
The catch is that the two numbers are only loosely coupled, because protein quality varies as much as quantity. Central Milling's Organic Type 00 gets W280–300 out of just 11.5% protein — better staying power than several flours a full point above it. Most US mills publish no W at all, which is normal rather than suspicious; the alveograph is a European instrument, and American mills specify on protein and falling number instead.
What that means in the hand: at 65% hydration after a two-day cold ferment, a bread-flour dough has to be actively stretched and pulls back when you let go. A strong 00 at the same hydration almost opens itself. Both make excellent pizza. They feel nothing alike. The flour pillar maps the whole shelf if you want the long version.
Malt is the difference your oven notices
Here is the part the protein argument leaves out, and at domestic temperatures it outweighs everything above.
Browning needs the dough surface past roughly 150 °C (300 °F) with reducing sugars present. Italian mills do not add amylase. North American mills routinely do — declared as malted barley flour, or as an isolated enzyme; King Arthur's Bread Flour label reads "Enzyme* or Malted Barley Flour" — and that amylase keeps turning starch into sugar right up until the crust sets.
So an enzyme-active bread flour walks into the oven with fuel already in the tank. An unmalted 00 has to generate its own, slowly, through fermentation. That is the entire reason a same-day 00 dough at 250 °C comes out pale and floppy while a bread flour at the same temperature colours in six minutes. It is also why a 00 fermented 48–72 hours browns so much better than the same flour mixed that morning: the enzymes have had time to liberate the sugars the mill did not supply.
Which sets up a rule worth remembering: if you are going to bake 00 in a home oven, you must either ferment it long, or add 1–2% sugar on flour weight. Above about 300 °C (570 °F) that same sugar scorches the base before the toppings are ready, so it is a home-oven trick only.
Match the flour to your oven
Domestic oven, no steel or stone, 250–290 °C (480–555 °F). Bread flour. Without a conductive deck the base has to survive a long bake, and an unmalted 00 will finish under-coloured and a little tough.

Carbon steel conducts at roughly 45 W/m·K against cordierite's 2.5, about 18 times faster, so far more energy lands in the base in the first seconds. Preheat it 45–60 minutes, bake on the top rack, and take the last 60–90 seconds under the grill. Bread flour for chew; a long-fermented Caputo Chef's for a softer, more Neapolitan rim.
Outdoor pizza oven, 430–480 °C (800–900 °F). 00, clearly. This is the only setup where bread flour is a real downgrade: the extra protein gives a rim that comes out chewy and bready where the style wants tender, and 60–90 seconds is not enough time for a coarse flour to hydrate its way out of that.
Most home cooks live in the first two categories. If you do not own a pizza oven, bread flour is almost always the more practical bag — cheaper, easier to find, and matched to the equipment on your counter. The romance of imported flour is real. It is romance, not physics.

What about all-purpose?
All-purpose flour at 10–11.7% makes workable pizza. It is not a disaster and it is not a target.
Where it is fine: thin, crisp bar-style pizza; pan pizzas where oil, cheese and toppings do the structural work; the Friday night when the alternative is no pizza. Keep hydration near 60%, ferment four to eight hours at room temperature or one night in the fridge, and bake it thinner than you would a bread-flour dough — it is typically finished by about 36 hours cold, so do not plan a long ferment around it.
Where it falls short: anything that depends on crust texture. A New York slice that has to fold, Detroit's tall crumb, a Neapolitan rim, any sourdough pizza. A single bag of bread flour fixes the biggest flour-related problem most home pizza has, for the price of a coffee.
Which bag to buy

Outdoor oven: a strong 00, and Caputo Pizzeria if you mix in the morning and bake that night.
Sourdough: bread flour for structure at high hydration, 00 for a more delicate crumb — and either way, step up one strength band from what you would use with commercial yeast, because a mature levain is acidic and acidity makes the proteases work faster.
The broader point: do not let flour become the obstacle. Hydration, fermentation time and how hot your deck actually gets move the needle far more than the bag on the counter does.

Can I blend bread flour and 00 together?
Yes, and in a home oven it is one of the more sensible things you can do. Half an enzyme-active bread flour and half a 00 gives you most of the 00 tenderness with enough added amylase to put colour on the base in six minutes at 250 °C (480 °F). Start at 50/50, keep hydration where your bread-flour recipe had it, and move in 25% steps from there.
Is 00 flour the same as cake flour?
No. Both are finely milled, and that is where it ends. Cake flour is soft wheat at around 8% protein and is usually chlorinated to alter its starch, which makes tender crumb and useless pizza dough. A 00 pizza flour runs 11–13.5% protein — Caputo Chef's is around 13% — and builds a gluten network that will actually carry a stretched disc.
Why does my dough taste better with 00 than with bread flour?
Usually because it was fermented differently, not milled differently. 00 flours tend to arrive attached to long-ferment, higher-hydration recipes, and the flavour comes from those hours. Run the same hydration and the same schedule with an enzyme-active bread flour and the gap narrows to a texture difference rather than a flavour one.
Can I use whole wheat flour for pizza?
As a seasoning rather than a base. Up to about 20% blended into bread flour adds nuttiness and colour and costs you very little. Beyond about 30% the bran physically cuts the gluten network and the crust turns dense and heavy. Add 2–3% more water for every 10% whole wheat, because the bran is thirsty.
Does bleached or unbleached bread flour matter?
Unbleached is the better default — bleaching alters starch behaviour and the dough handles a little differently — but the difference in a finished pizza is small next to your preheat, your ferment and whether the flour carries added amylase. If bleached is what the shop has, buy it and move on.
